ASSESSMENT OF THE EFFICIENCY OF THE RESOURCE SAVING MECHANISM AT ENGINEERING ENTERPRISES OF CHERKASY REGION

Abstract

The article investigates the effectiveness of the resource-saving mechanism in the machine-building industry of the Cherkasy region under wartime challenges and post-war recovery conditions. The study analyzes the dynamics of key resource efficiency indicators during 2020–2025, including material intensity, energy intensity, labor productivity, fixed asset turnover, and the level of secondary resource utilization. It is established that the machine-building sector of the region remains an important component of the regional economy, characterized by high material and energy consumption and significant dependence on external supply chains. A comprehensive system of key performance indicators (KPIs) for evaluating resource-saving efficiency is proposed. Based on the obtained results, three distinct stages of industry development were identified: moderate improvement in 2020–2021, sharp deterioration caused by the full-scale invasion in 2022, and gradual recovery in 2023–2025. The paper develops a KPI matrix with target values until 2026, focused on reducing material and energy intensity, increasing labor productivity, and expanding secondary resource use in accordance with the principles of the circular economy and EU energy-efficiency directives. In addition, a model of the mechanism for assessing resource-saving efficiency is proposed, covering strategic goal setting, data collection, KPI calculation, integrated assessment, comparative analysis, and managerial decision-making. The scientific novelty of the study lies in conducting a comprehensive regional-sectoral analysis of resource efficiency in the machine-building industry of the Cherkasy region under wartime conditions and in substantiating a regionally adapted system of resource-saving indicators. The practical significance of the results is determined by the possibility of applying the proposed methodological tools in regional industrial policy, strategic planning, and enterprise management practices aimed at increasing competitiveness and ensuring sustainable industrial development.
