IMPROVEMENT OF THE SYSTEM OF SOCIAL REHABILITATION OF PERSONS WITH DISABILITIES
Abstract
Introduction. The ongoing war in Ukraine has led to a significant increase in the number of people with disabilities, including war veterans, creating unprecedented challenges for the national social protection system. Existing approaches remain largely fragmented, which limits the opportunities for full social integration of this category of the population. These conditions require a comprehensive transformation of the social rehabilitation system towards an inclusive (barrier-free) model. Purpose. The purpose of the study is to substantiate the theoretical and methodological foundations and develop practical recommendations for improving the social rehabilitation system of people with disabilities and war veterans in Ukraine under martial law and post-war recovery. Methods. The study is based on a combination of general scientific and special methods, including theoretical generalization and systematization, comparative analysis, institutional analysis. Results. The study identifies key shortcomings of the current rehabilitation system, in particular fragmentation of services, lack of coordination between institutions, insufficient level of human resources and significant territorial disparities in access to services. It is established that individual rehabilitation programs often remain formal and do not reflect real needs. The role of digitalization and the possibility of further use of modern technologies (artificial intelligence) to form a barrier-free space is substantiated. It is proven that public-private partnership is able to increase the effectiveness of social rehabilitation. Particular attention is paid to employment as a key factor of social integration. It also emphasizes the need to strengthen the role of local communities and involve non-governmental organizations. Among the identified problems on the way to building an inclusive environment, the problem of staff shortage is indicated. Conclusion. The transformation of the social rehabilitation system requires the construction of a person-centered and inclusive model of social reintegration, which involves the involvement of social managers, the use of case management in work, and changes in the culture of interaction between business, the state, and the community.
