THEORETICAL AND METHODOLOGICAL FOUNDATIONS OF THE POSITIONAL AND FUNCTIONAL APPROACH TO THE PERSONNEL STABILITY OF CRITICAL INFRASTRUCTURE ENTERPRISES
Abstract
The article substantiates the transformation of the managerial paradigm from a personified to a positional-functional approach to human resources management. The category of personnel stability of the enterprise as an integral property of ensuring the continuity of the functioning of the organizational and economic system has been introduced into scientific circulation. The category of "critical position" is proposed as a basic element of personnel stability, which allows to identify structural positions, the elimination of which entails disproportionate disruptions of production and management processes and forms systemic economic risks. A conceptual model of personnel stability of an enterprise has been formed, which integrates functional, positional, competence and organizational contours of ensuring business continuity and formalizes the relationship of key elements of personnel stability. The principles of functional and economic assessment of personnel vulnerability have been substantiated, which create a methodological basis for the transition to a risk-oriented analysis of personnel losses and the subsequent development of formalized methods for determining critical positions. The results obtained develop the theory of economic security by supplementing its provisions with the positional and functional dimension of human resources management and form a conceptual basis for the introduction of positional reservation of the labor potential of critical infrastructure enterprises. The practical significance of the study lies in the possibility of using the proposed provisions for the formation of state reservation policy, the development of registers of critical positions, the digitalization of personnel resilience management and the introduction of internal standards for ensuring the continuity of enterprises. Prospects for further research are the development of a formalized methodology for identifying critical positions, the construction of a system for quantifying personnel resilience and the creation of digital tools to support managerial decisions in the field of mobilization economy.
