ORGANIZATIONAL AND ECONOMIC MECHANISM FOR THE IMPLEMENTATION OF THE INVESTMENT AND INNOVATION POTENTIAL OF THE AGRICULTURAL SECTOR
Abstract
The organizational and economic mechanism for the implementation of the investment and innovation potential of Ukraine’s agricultural sector under conditions of transformational challenges and increased volatility of investment processes. To substantiate the content and logic of functioning of the organizational and economic mechanism for the implementation of the investment and innovation potential of the agricultural sector of Ukraine based on the analysis of investment resource dynamics and the characteristics of the innovation and scientific-technological environment, as well as to specify the mechanisms through which scientific and technological factors influence modernization. The study applies a systemic and structural-logical approach to reveal the mechanism; a dynamic analysis of investment indicators for 2010-2024 with identification of four development stages; interpretation of investment flow volatility; comparative analysis of external and internal resources; generalization of the innovation profile characteristics based on GII indicators; and tabular and graphical visualization of the results. A high level of turbulence in external investment flows and the limited explanatory power of average values under extreme fluctuations were identified. The study reveals a structural strengthening of the role of agriculture in capital investment during crisis periods, alongside a reduction in long-term strategic investments (long-term biological assets). The methodological distinction between the investment dimension and the scientific and technological factor of the macro-environment is substantiated: investments create the resource precondition for modernization, while the content and effectiveness of technological change are determined by the level of science, technology, digitalization, and knowledge transfer. The effectiveness of implementing the investment and innovation potential depends not so much on the volume of resources as on the ability of the organizational and economic mechanism to align resources, support instruments, and scientific-technological priorities with the development strategy and transform them into productivity growth, resource efficiency, and competitiveness.
