BUDGETS OF TERRITORIAL COMMUNITIES UNDER THE CONDITIONS OF MARTYR STATE IN UKRAINE: PROBLEMS AND PROSPECTS
Abstract
The purpose of this article is to clarify the theoretical definition of “territorial community budget”; based on an analysis of the dynamics of community revenues and expenditures, the structure of main revenues, and the effectiveness of local budget implementation, to identify the main problems that arose or deepened during the martial law caused by the full-scale invasion of Ukraine in 2022; to propose some ways to solve the existing financial problems of community budgets in order to improve their financial condition and the quality of local services. The relevance of the topic lies in the fact that territorial community budgets are an important component of the budgetary system and require greater attention from the scientific community during martial law. They provide logistical support, basic educational and socio-cultural services, on the quality of which the combat capability of the Ukrainian army and the functioning of the Ukrainian state as a whole depend. The research methods included: logical, historical, abstraction, generalization, analysis and synthesis, tabular and graphical methods, grouping and statistical methods. As a result of writing the article, the main problems of the functioning of local community budgets during martial law in Ukraine were identified: limited financial resources of communities, imbalance of power and authority between the central government and local self-government, reduced transparency in the distribution of budget funds and increased risks of corruption, and a significant difference in financial support between central and local budgets. The main ways to solve existing problems in the sphere of finances of territorial communities in Ukraine are proposed: providing compensation to communities from the government instead of the withdrawn personal income tax, balancing the powers of military administrations and local councils, continuing the decentralization reform, strengthening comprehensive state support for small and medium-sized businesses, attracting foreign aid, grants, charitable contributions, and international support. The practical value of the article lies in identifying and describing the main problems that hinder the effective functioning of community budgets and the provision of local services, as well as outlining the main ways to solve them in the context of martial law in Ukraine.
