USING THE PRINCIPLES OF BEHAVIORAL ECONOMICS IN THE DEVELOPMENT AND IMPLEMENTATION OF PROGRAMS FOR RECOVERY, REVIVAL AND STRUCTURAL MODERNIZATION OF UKRAINE
Abstract
Managing psychological, emotional, and cognitive biases is a necessary prerequisite for developing and implementing programs for the recovery, reconstruction, and structural modernization of Ukraine's economy. Ignoring these biases can lead to distorted assessments, inefficient resource allocation, and reduced reform effectiveness. At the same time, taking them into account will allow for the formation of a mutually agreed system of state management decisions and increase the trust of donors, partners, and society. The purpose of the article is to substantiate the theoretical and practical foundations of the feasibility of integrating the principles of behavioral economics into the process of forming programs for the recovery, reconstruction, and structural modernization of Ukraine in the context of increasing their effectiveness. The goal set in the article was achieved using the following research methods: analysis and synthesis, grouping and classification, historical, systemic, and logical generalization. Research results. The historical experience of implementing post-war reconstruction programs in European countries after World War II, South Korea, Bosnia and Herzegovina, and Iraq is highlighted. It is concluded that taking into account behavioral principles contributes to a significant increase in the effectiveness of program implementation, while ignoring them, on the contrary, reduces effectiveness. The application of behavioral principles in the implementation of state programs to support citizens and businesses in the context of the Russian-Ukrainian war is analyzed. Their impact on building trust and encouraging collective participation of citizens in the processes of reconstruction and long-term development is shown. It is substantiated that the integration of behavioral approaches into state post-war recovery programs helps reduce the risks of inefficient use of resources and increase the level of social cohesion. The practical significance of the study lies in developing recommendations for government authorities and international partners on developing programs that take into account real patterns of population behavior and contribute to the long-term development of the country.
