БЮДЖЕТНА СТІЙКІСТЬ ТА АДАПТАЦІЯ МІСЬКИХ ФІНАНСІВ У ПЕРІОД ВІЙНИ: АНАЛІЗ ЛЬВОВА ТА ХАРКОВА
Анотація
Стаття присвячена дослідженню впливу повномасштабної війни в Україні на фінансову стійкість місцевих бюджетів як ключового інструменту забезпечення життєдіяльності територіальних громад. У роботі розглядається трансформація функцій міських бюджетів, які, окрім традиційних соціально-економічних завдань, виконують стратегічну роль у підтримці обороноздатності, допомозі внутрішньо переміщеним особам, фінансуванні гуманітарних ініціатив та відновленні інфраструктури. На прикладі Львова і Харкова проаналізовано, як різниця у безпекових, соціально-економічних та демографічних умовах впливає на дохідну базу і пріоритети видатків місцевих бюджетів. Результати дослідження висвітлюють територіальні відмінності у рівні фінансової спроможності та адаптаційні можливості міських фінансів у воєнний період.
