СИСТЕМНИЙ АНАЛІЗ ПРОБЛЕМ КЛІМАТИЧНОГО ФІНАНСУВАННЯ
Анотація
У статті проведено системний аналіз проблем кліматичного фінансування, зокрема бар’єрів, що ускладнюють мобілізацію достатніх фінансових ресурсів для протидії глобальному потеплінню. Розглянуто структурні (розрив між індивідуальними й колективними інтересами) та часові (невідповідність між короткостроковими й довгостроковими вигодами) дисбаланси, а також поведінкові механізми й когнітивні упередження, які заважають ефективній співпраці людей та інституцій у напрямку фінансування заходів, спрямованих на боротьбу з кліматичними змінами. Запропоновано матрицю системного балансування інтересів, що дозволяє формалізувати логіку політик та інструментів у сфері кліматичного фінансування з врахуванням потреби у відновленні та підсиленні недостатнього зворотного зв’язку між поточними індивідуальними діями та їх довгостроковими глобальними наслідками.
