СТРАТЕГІЧНЕ ПАРТНЕРСТВО У ПРОЄКТАХ СТАЛОГО РОЗВИТКУ В УМОВАХ ЦИФРОВОЇ ТРАНСФОРМАЦІЇ ТА ЗМІН КЛІМАТУ
Анотація
У статті досліджено стратегічне партнерство як ключовий механізм реалізації проєктів сталого розвитку в контексті зеленого-цифрового переходу світової економіки. Обґрунтовано важливість державно-приватної взаємодії для мобілізації ресурсів в таких ініціативах. На основі аналізу міжнародних проєктів визначено основні моделі співпраці між державним, приватним та громадським секторами. Продемонстровано, що найбільш ефективними є партнерства, що закладають принцип субсидіарності, коли ухвалення рішень відбувається на локальному рівні з урахуванням регіональних особливостей. Проаналізовано регіональну структуризацію учасників партнерств в регіонах-реципієнтах. Виявлено ключові виклики: технологічна нерівність, регуляторна нестабільність, брак фінансування, неузгодженість політик. Окреслено перспективи розвитку: адаптивні цифрові стратегії, штучний інтелект, поширення екоінновацій.
