THE INFLUENCE OF LOCAL AUTHORITIES ON THE FORMATION OF INVESTMENT ATTRACTIVENESS OF COMMUNITIES AND TERRITORIES: ANALYSIS OF THE BEST PRACTICES UKRAINE AND POLAND
Abstract
The article investigates the issue of investment attractiveness of Ukrainian communities by analyzing the correspondence of Ukrainian and Polish cities, which are the best for doing business in their countries according to international ratings (Lviv, Vinnytsia, Krakow, Wroclaw), to factors of investment attractiveness. The study made it possible to develop practical recommendations for Ukrainian communities on increasing investment attractiveness and to single out the problems of inefficiency of state incentives for investment projects in Ukraine and to provide recommendations on reforming state incentives based on the experience of the Republic of Poland, taking into account disparities in the economic development of regions. Factors affecting the investment attractiveness of communities and the level of influence on them by local self-government bodies are given. The article analyzes in detail the mechanisms of state stimulation of investment activities in Ukraine and Poland, in particular, the effectiveness of the Polish economic zone and industrial parks in Ukraine is analyzed in detail and a list of benefits provided to the investor in case of residence in free economic zones and industrial parks, respectively. The article examines the interrelationship of the efficiency of industrial parks in Ukraine with the activities of communities on the development of engineering and transport infrastructure and state support. The effectiveness of state incentives is analyzed on the basis of data on the number of jobs created, the amount of capital investments, the list of foreign investors involved, using the example of Lviv, Vinnytsia, Krakow and Wroclaw. In the course of the study, the investment portals of Polish and Ukrainian municipalities were reviewed for the availability of information for potential investors, as well as the openness of individual data sets and information regarding investment objects and investment projects. The article forms the basis for further research, in particular in terms of individual factors of investment attractiveness, and is important in terms of practical recommendations for Ukrainian local self-government bodies.
