ANALYSIS OF SOCIAL SECURITY AND STATISTICS ON INTERNALLY DISPLACED PERSONS IN UKRAINE

Abstract

Since the beginning of the occupation of the Crimean peninsula and the armed conflict in the Donetsk and Luhansk regions, Ukraine has faced the greatest humanitarian crisis in its history – internal forced displacement. Social security is a tool for regulating life with a predicted level of services and resource investment. In an effort to become a member of the European community, the state should be aware of the need to change the priorities of social security policy. The article reveals the issues of adaptation, integration and the mechanism of improving the social security system of citizens living in the status of internally displaced persons. The article analyzes the domestic experience of ensuring the social sphere. The study substantiates the mechanism of financing social protection and social security. The peculiarities of financing the social sphere for the provision of housing assistance in cash to IDPs are considered. A statistical survey of internal movement codons within Ukraine was conducted, which made it possible to clearly display maps of internal movement on the territory of Ukraine. Emphasis is placed on the fact that social protection directly depends on the social law adopted in the state. Social security needs serious modernization, especially in its functional manifestations, which should be more clearly aimed at bringing social development in Ukraine closer to European standards in the face of the obvious need to increase the efficiency of budgetary instruments in order to prevent disorder of public funding social programs. The high level of public demand for active social policy requires the government to take active steps to achieve the goals of social protection and the development of social security. The need to develop modern approaches to the modernization of social policy in the field of social security is becoming urgent. The study proposes a statistical method that aims to solve a wide range of problems, including design, organizational, technological, economic, social and others. Understanding the main factors allows for a deeper understanding of the process of integration and improved access to public services and to develop measures that will significantly improve both the process itself and the functioning of the social security system as a whole.
