MANAGING THE COMPETITIVENESS OF AGRO-INDUSTRIAL ENTERPRISES AMID MILITARY, DIGITAL, AND MIGRATION CHALLENGES: STRATEGIC DECISIONS AND HR POLICY
Abstract
The relevance of the topic stems from the need to adapt agricultural enterprise competitiveness management under martial law to war-related destruction, rapid digitalization, and severe labor shortages caused by migration losses. The implementation of AgTech innovations requires high digital maturity among staff, making HR policy modernization a core factor in business resilience and long-term market advantages. The aim of the article is to substantiate theoretical and methodological foundations and develop practical recommendations for improving agribusiness competitiveness through agile strategic decision-making and HR policy transformation amidst military, digital, and migration challenges. The research methods rely on a combination of general scientific and specialized approaches: systematization, scientific abstraction, and generalization were applied to refine the conceptual framework and reveal the management mechanism architecture; matrix analysis and the challenge-and-response approach helped identify destabilizing factors and align threats with managerial solutions; comparative and structural-functional analysis substantiated the synchronization of digitalization and HR development in agricultural enterprises. The results consist in refining the conceptual framework and revealing the architectural mechanism of strategic competitiveness management in a critical security environment. Based on key destabilizing factors, a system of adaptive decisions was substantiated, proving that overcoming labor deficits directly depends on the speed of enterprise digitalization. Strategic HR guidelines were proposed, combining AgTech innovations with accelerated employee reskilling, as well as the active inclusion of women, older adults, and veterans in the workforce. Priority areas include shifting focus toward digital and labor adaptation, flexible employment arrangements, and updated motivation systems. The practical value lies in enabling management to apply the proposed decision matrix and strategic HR guidelines to minimize human capital losses, optimize operating costs, preserve market positions, enhance enterprise competitiveness, and form a solid foundation for rapid post-war recovery and long-term growth.
