ANALYSIS OF POLICY FORMATION CYCLE MODELS
Abstract
The article systematizes theoretical models of the cycle of public policy formation that have developed in the world science of public administration from the mid-20th century to the present. Particular attention is paid to research from 2018-2025. The author analyzes the classical stage models of G. Lasswell, W. Jenkins and J. Anderson, theoretical alternatives of Ch. Lindblom, the optimal model of J. Dror, mixed scanning of A. Etzioni, the system model of D. Easton, as well as the process-political models of J. Kingdon, P. Sabatier and H. Jenkins-Smith, the theory of punctuated equilibrium of F. Baumgartner and B. Jones. Particular attention is paid to modern integrative approaches, namely, the evidence-based policy formulation of P. Cairney, the concept of political capacity of M. Howlett, M. Ramesh and X. Wu, the behavioral approaches of K. Sunstein and P. John, the approach to ensuring political capacity of M. Andrews, L. Pritchett and M. Woolcock. The study reveals that the modern scientific tradition is moving from a rigidly staged understanding to an integrative approach in which rational analytical operations are combined with the political process, coalition interaction and evidence base. The Ukrainian regulatory and legal framework for policy development is analyzed, namely the Regulations of the Cabinet of Ministers of Ukraine and the Concept of the National Strategic Planning System, which for the first time at the regulatory level formalizes the hierarchy of eleven types of strategic planning documents - from the Vision of the Future of Ukraine for 30 years and the Strategy for the Development of Ukraine for 14 years to the State Budget and the Government's Priority Action Plan for 1 year. It is substantiated that the implementation of the Concept creates the prerequisites for the transition of Ukrainian practice from a fragmented stage model to a holistic integrative one, consistent with modern international theoretical approaches and practices. As a prospect for further scientific exploration, empirical verification of the action of the selected models in specific cases of Ukrainian politics and the development of an author's integrative model of the policy development cycle, adapted to the Ukrainian institutional context, are identified.
