APPLICATION THE COMPETENCE APPROACH IN HUMAN RESOURCE MANAGEMENT FOR DEVELOPMENT OF THE NATIONAL QUALIFICATIONS SYSTEM

Abstract

This article justifies the need to modernise Ukraine’s National Qualifications Framework in the context of the challenges posed by globalisation, digitalisation and other factors. The authors emphasise that the effective functioning of the labour market depends directly on the alignment of national approaches with international practice, which ensures transparency, comparability and mobility of the labour force. The competence approach has been identified as the key driver of development, enabling a move away from outdated models of occupational classification that focus solely on job titles. The article examines the implementation of the strategic project «Support for the update of the Ukrainian classification of occupations», which is being carried out by the Solidarity Fund PL in Ukraine in cooperation with the European Bank for Reconstruction and Development with the aim of fully harmonising DK 003:2010 with the international ISCO-08 standard and the European ESCO system. Such integration will help to improve the quality of vocational education and ensure that workers’ skills meet the requirements of the modern knowledge economy. Particular attention is paid to the hierarchical structure of ISCO-08, which is based on skill levels and specialisations, reflecting the actual content of a worker’s job functions. Central to the study is an analysis of the Unified Qualifications Register – Classification of Occupations (URQ-CO). The URQ-CO is defined as an innovative digital platform that brings together data on occupations, occupational standards, qualification centres and current labour market needs. It has been demonstrated that the implementation of the URQ-CO is a strategic tool for human capital development, facilitating their professional mobility at an international level through mechanisms for the recognition of qualifications. It is concluded that the comprehensive implementation of the competence approach and digital solutions creates a methodological foundation for Ukraine’s successful European integration and the formation of the country’s sustainable socio-economic development.
