STRUCTURAL TRANSFORMATION OF THE REGIONAL ECONOMY IN THE CONTEXT OF DECENTRALIZATION
Abstract
The article examines the features of structural transformations of the regional economy under decentralization as one of the key factors in the modernization of the territorial development system. It is substantiated that decentralization changes not only the administrative and managerial model of the functioning of the state, but also the economic logic of regional development, as it strengthens the role of territorial communities in the formation of local economic policy, management of financial, land and infrastructure resources, attracting investments, supporting entrepreneurship and ensuring socio-economic stability of territories. It is determined that as a result of the transfer of part of the powers and resources to the local level, communities gradually turn into active subjects of economic development, capable of independently determining the priorities of economic specialization, developing development strategies and influencing the quality of the local economic environment. The study analyzes the main mechanisms of the impact of decentralization on the regional economy, in particular financial, managerial, investment and institutional. Particular attention is paid to changing the sectoral structure of the local economy, increasing the importance of local budgets, activating small and medium-sized businesses, forming new local centers of economic activity and developing intermunicipal cooperation. Structural transformations of the regional economy are uneven, since communities differ in the level of financial capacity, investment attractiveness, human resource potential, infrastructure provision and access to resources. Decentralization creates the prerequisites for the transition to a model based on local initiative, financial independence, partnership, strategic planning and effective use of the potential of communities. Directions for increasing the efficiency of structural transformations of the regional economy are proposed, which include strengthening the financial capacity of communities, developing strategic planning, supporting the economic specialization of territories, digitalization of local government, expanding intermunicipal cooperation and focusing regional policy on sustainability and recovery.
