INCLUSIVE DEVELOPMENT OF SMALL FORMS OF AGRICULTURAL ENTREPRENEURSHIP IN THE CONTEXT OF DIGITALIZATION OF REGULATORY INSTRUMENTS: POTENTIAL AND CHALLENGES
Abstract
The purpose of the article is to summarize the impact of digitalization of the state regulation of agricultural production tools on increasing the inclusiveness of the development of small forms of agricultural entrepreneurship, to identify the potential, advantages and disadvantages of this process. The relevance is associated with the negative dynamics of the main indicators of the activities of small agricultural producers in Ukraine and the need to take a set of measures to improve the business environment. The theoretical and methodological basis of the study was general scientific and economic methods of cognition of phenomena and processes in the field of innovations in state regulation of small entrepreneurship in rural areas. Among them are induction and deduction, analysis and synthesis, ecosystem analysis, dialectics of the historical and modern, abstract-logical, normative and positive approaches, statistical, SWOT analysis, graphic, etc. The regulatory legal acts of Ukraine and scientific publications on the issues of electronic communication interaction of state regulatory bodies and agricultural producers were analyzed. The functioning of digitalization is considered using the online platform of the State Agrarian Register and the eWork project using the example of the grant program “Orchards, Greenhouses, Berry Groves”. The state of digital transformation of the regions of Ukraine is highlighted. From a constructive perspective, the strengths and weaknesses, potential and risks of digital optimization of state regulation instruments for the development of small forms of agricultural entrepreneurship are assessed. The scientific novelty lies in confirming the hypothesis that in the conditions of digitalization of the administration of state regulation aimed at supporting agricultural enterprises, only the form of interaction between authorized bodies and economic agents changes, while the institutional nature and essence of agrarian relations remain unchanged. The practical value is due to the possible use of the results of the SWOT analysis when improving digital tools for state regulation of small forms of entrepreneurship in order to implement the standards and rules of the Common Agricultural Policy of the European Union.
