PROBLEMS OF BUSINESS ENTITIES’ ACCOUNTING AND FINANCIAL INTERACTION IN CONDITIONS OF SOCIAL AND BEHAVIORAL RESTRICTIONS
Abstract
The study contains an analysis of regulatory and organizational measures taken by the government and local authorities of Ukraine to improve the economic situation in the country under quarantine restrictions caused by the spread of coronavirus disease (COVID-19). Detailed attention is paid to the accounting and financial aspects of the functioning of economic entities and the impact on their effectiveness of pandemic social and behavioural constraints. The main purpose of the study is to characterize the existing mechanisms of accounting and financial cooperation of economic entities of Ukraine under the existing quarantine restrictions. The authors considered a number of legislative acts adopted during the quarantine, made changes to the order of functioning of the business environment of Ukraine. The main emphasis in the work is given to changes in the accounting and financial interaction of business entities with regulatory authorities, the Pension Fund and identifying their impact on overcoming the economic crisis. The results of these changes are studied on the example of an enterprise whose main activity is wholesale trade in pharmaceutical products. The implementation of certain economic legislation is analysed in detail from the standpoint of individuals - entrepreneurs, who are currently the main vulnerable part of business entities, legal entities, whose main activity is the production / supply of medical devices, budgetary institutions and public health facilities. Based on the analysis, it is proposed to continue the implemented measures to stimulate business, reduce the tax burden on businesses by regulating SSC rates, increase the threshold value of procurement of goods, works and services that do not require public procurement, further develop and improve existing electronic service for interaction with government agencies. Based on the actual data of certain business entities, the authors proposed possible measures for economic stabilization of the business environment and forecasting the possible consequences of further implementation of restrictive measures.
