RECONFIGURING UKRAINE’S SUSTAINABLE DEVELOPMENT IN THE ERA OF INDUSTRY 4.0: FROM GLOBAL UNIFICATION TO NATIONAL RESILIENCE

Abstract

The article provides a strategic framework for reconfiguring Ukraine’s sustainable development in the context of global geoeconomic regionalization. It is argued that the classic paradigm, formed during the era of global liberalization, has exhausted its potential. The current model, emphasizing nominal financial indicators and service-oriented digitization, is unsustainable due to its failure to address systemic risks, such as demographic depopulation, the fragility of global supply chains, and vulnerability to external shocks. The study proposes a transition to a new concept of national resilience, shifting focus from compliance with supranational ratings to strengthening manufacturing sovereignty. The central pillar is the prioritization of the real sector through Hard-Tech innovations. The research redefines Industry 4.0, emphasizing that digital transformation must serve as an auxiliary tool for radical debureaucratization and the removal of unproductive intermediary layers, rather than acting as a self-contained virtualization mechanism. To ensure long-term stability, the author develops an adaptive roadmap based on the strategy of "selective openness." This includes: reindustrialization and localization of critical production; integration into European industrial networks on the basis of technological parity; diversification of geopolitical risks through new trade corridors with the Global South; and implementation of a sovereign ESG model that harmonizes European integration requirements with the protection of national interests, including digital security based on blockchain technologies. This approach transforms Ukraine from a passive recipient of global influences into an active subject of its own economic policy. The implementation of this model fosters a robust material foundation, which is the only reliable guarantee of sustainable development in an era of global volatility. Post-war macroeconomic stability must be achieved through the development of productive industrial assets and the strategic management of domestic capabilities.
