THEORETICAL AND METHODOLOGICAL PRINCIPLES OF FORMING A DEVELOPMENT STRATEGY FOR PUBLIC SECTOR ORGANIZATIONS IN THE CONTEXT OF GLOBALIZATION AND DIGITALIZATION
Abstract
The article explores the theoretical and methodological foundations of forming development strategies for public sector organizations in the contemporary context of global transformations and permanent turbulence. Under these conditions, traditional bureaucratic management models and rigid linear mechanisms of strategic planning demonstrate critically low effectiveness and an inability to respond adequately to sudden external shocks. Globalization and rapid digitalization erase conventional institutional borders, fundamentally transforming the interaction between the state, civil society, and business. The main purpose of the research is to scientifically substantiate updated approaches to strategy formation, integrating the critical imperatives of adaptability, innovative development, and network governance. The study proves that, unlike corporate strategies focused on profit maximization, the ultimate goal of public sector strategies is the continuous generation of public value and the guarantee of institutional stability. It is substantiated that a modern strategic management model must be based on the principles of emergence, openness, and the obligatory implementation of European standards of good governance (in particular, the SIGMA principles). Consequently, the modernized methodological support must transition from outdated linear extrapolative forecasting to strategic foresight, multivariate scenario modeling, and agile planning. Furthermore, the research emphasizes a mandatory paradigm shift toward a data-driven decision-making model. The deep integration of big data analytics, artificial intelligence, and electronic participation platforms allows public administration to effectively manage informational uncertainty and transforms citizens from passive service consumers into active co-creators of public policy. The article proposes a conceptual model for strategy formation that organically integrates institutional, methodological, and instrumental subsystems. Its practical implementation will enable public organizations to achieve institutional antifragility — the capacity not only to withstand macroeconomic or geopolitical shocks but to evolve and significantly improve management efficiency through crises, ensuring sustainable development under conditions of global uncertainty.
