STRATEGY FOR RESTORING THE COMPETITIVENESS OF HUMAN CAPITAL OF AGRICULTURAL ENTERPRISES IN THE CONDITIONS OF STRUCTURAL RESTRUCTURING OF THE ECONOMY OF UKRAINE

Abstract

The article explores the theoretical and practical aspects of forming a strategy for restoring the competitiveness of human capital of agricultural enterprises in the context of the structural restructuring of the Ukrainian economy. It is substantiated that modern transformation processes, digitalization of the economy, military challenges, migration processes and changes in the structure of the labor market significantly affect the development of human capital in the agricultural sector and require the formation of new approaches to managing labor potential. It is determined that human capital acts as a strategic resource for ensuring the competitiveness, innovative development and sustainability of agricultural enterprises. Modern scientific approaches to interpreting the essence of human capital and its role in ensuring the efficiency of the functioning of the agricultural sector are analyzed. Special attention is paid to the influence of professional competencies, digital skills, innovative activity, personnel adaptability and a system of continuous training on the competitiveness of agricultural enterprises. It was found that the development of human capital is negatively affected by demographic losses, labor migration, a shortage of qualified personnel, an insufficient level of investment in the professional development of employees, and an imbalance between the needs of the labor market and the education system.As a result of the study, the conceptual principles of the strategy for restoring the competitiveness of human capital of agricultural enterprises, which is based on the principles of systematicity, adaptability, innovation, social orientation, and integration into the European space, were substantiated. The key components of the strategy at the macro-, meso-, and micro-levels of management were identified. At the macro level, attention is focused on state employment policy, digitalization, investment, educational, and socio-demographic policies. The meso level covers regional development, industry programs, agricultural clusters, digital platforms, and innovation and logistics infrastructure. At the micro level, the importance of developing professional competencies, digitalization, labor motivation, corporate culture, ESG-oriented management, and social development of personnel was identified.
