FORMATION OF THE MECHANISM OF STATE ALLOCATION OF BUDGET FUNDING TO VOCATIONAL PRE-HIGHER EDUCATION INSTITUTIONS
Abstract
The article presents a systematic study of the theoretical, methodological and applied principles of forming a modern mechanism of state distribution of budget funding for professional pre-higher education institutions (PFE). The relevance of the topic is due to the critical need to modernize the system of training middle-level personnel to ensure the post-war recovery of the national economy. It is proven that the traditional financing model "from the achieved level" is inert and does not meet the dynamic demands of the information society, since it does not stimulate institutions to improve the quality of educational services. The scientific novelty of the study lies in the development of the author's concept of formulaic distribution of funds, which is based on the principles of performance (Performance-Based Funding). A multi-level structure of the financial mechanism is proposed, which includes basic financing (infrastructure stability), a stimulating component (for the implementation of KPI indicators) and a target development fund (innovative grants). Particular attention is paid to management indicators integrated into the formula: the level of official employment of graduates (verified through state registers), the specific weight of the dual form of education and weight coefficients for specialties that are priority for the state (energy, construction, agrotechnology). The paper conducts a comparative analysis of foreign experience in managing financial flows in education, in particular, the algorithmic subvention model of Poland and the public-private dual model of Germany are considered. Based on this, the need to adapt the mechanism of "regulatory coefficients" to support regional colleges in the deoccupied territories is substantiated. It is proven that the digitalization of financial monitoring processes and the implementation of automated systems for calculating budget allocations will minimize corruption risks and increase management transparency. The practical significance of the results obtained lies in the possibility of their use by state authorities in the development of regulatory legal acts on optimizing the network of vocational education and training and increasing the efficiency of using budget funds.
