INSTITUTIONAL CAPACITY: THEORETICAL-METHODOLOGICAL CONTEXT
Abstract
The article examines the theoretical foundations and methodological approaches to understanding the essence, content, and structural components of institutional potential as an important category of modern economic theory. Particular attention is paid to the role of institutions and institutional mechanisms in ensuring sustainable socio-economic development under conditions of economic instability and transformational change. The study applies the methodology of the new institutional economic theory, which made it possible to identify the economic nature of institutional potential, determine its place within the system of economic categories, and evaluate its practical significance for economic governance and business activity. The research substantiates that institutional potential plays a crucial role in the processes of economic growth, structural modernization, and long-term development. Its importance becomes especially significant for the economy of Ukraine in the conditions of wartime challenges and post-war reconstruction, when the effectiveness of state institutions, regulatory mechanisms, and public administration directly influences economic resilience and recovery capacity. Based on the results of empirical analysis, the study proves that institutional potential and institutional capacity, as a practical form of its implementation, significantly contribute to accelerating economic recovery processes, improving the investment climate, attracting domestic and foreign investments, and increasing the efficiency of international financial and technical assistance. Strong institutional capacity is also considered a key prerequisite for ensuring transparency, accountability, and effective coordination between economic actors. The article identifies the main directions for strengthening institutional potential, including the digitalization of public administration, improvement of transparency and public trust, development of effective legal and regulatory frameworks, and enhancement of cooperation and partnership between the state, business sector, and civil society. It is concluded that the formation of a strong institutional environment is one of the strategic conditions for sustainable economic development and successful post-war reconstruction of Ukraine.
