EVALUATING CHANGES IN LIVING CONDITIONS OF POPULATION AT THE TERRITORIAL LEVEL AFTER DECENTRALIZATION REFORM (ON EXAMPLE OF WEST AND CENTER REGIONS)
Abstract
The article is devoted to the analysis of the main socio-economic measures implemented in the united territorial communities of the Western and Central regions of Ukraine and aimed at improving the living conditions of their population. The results of a sociological study among representatives of local self-government bodies of the Carpathian region and the regions of Central Ukraine are presented. A socio-economic portrait of the territorial communities that participated in the sociological survey was compiled. The organization of the territorial communities’ management system and functioning problems of the territorial communities is analyzed. In addition, estimated the state of infrastructure objects before united and characterized by changes that occurred after united association. The state of information and documentary support for the functioning of the united communities had analyzed and the awareness of their administration about the existing problems in living conditions in the settlements that are part of them is determined. A comparison was made by administration strategies of the united territorial communities for raising the level of life depending on their type, size of the region, and so on. The chances of communities for effective administration, ensuring normal living conditions and choosing the right vector for their improvement were assessed. The main vectors of community efforts are analyzed after the formation of an infrastructure component in settlements. The tools for development that used communities from the moment of formation are outlined. The spheres of life and infrastructure facilities that needed to improve conditions (according to the frequency of recognition of the problem), to unite settlements into territorial communities were identified and analyzed. The assessment of the compliance of implemented socio-economic measures aimed at increasing the level and life of the population with real needs. Based on the results of the analysis of the main projects implemented in the communities after the unification and the weight of the work carried out, the depth of the solution to the problems in the main social spheres was determined by the administration.
