INVESTMENT POLICY AS A TOOL FOR THE DEVELOPMENT OF AGRICULTURAL ENTERPRISES OF UKRAINE UNDER CONDITIONS OF WARTIME CHALLENGES AND INTERNATIONAL ECONOMIC TRANSFORMATION
Abstract
The article examines the role of investment policy as a strategic instrument for the development of agricultural enterprises in Ukraine under conditions of military challenges and international economic transformation. The substantiates that the agricultural sector remains one of the key system-forming branches of the national economy, ensuring food security, export revenues and the stability of rural development even during wartime. The impact of full-scale military aggression on the functioning of agribusiness is analyzed, particularly the destruction of logistics and production infrastructure, mining of agricultural land, increasing financial risks, instability of export routes and limited access to investment resources. Special attention is paid to the transformation of investment priorities in the agricultural sector. It is determined that modern investment strategies are increasingly focused on technological modernization, digitalization of production processes, expansion of processing capacities, implementation of energy-efficient technologies and strengthening of bioenergy projects. The article highlights the growing importance of precision farming systems, automated management technologies, satellite monitoring, ERP systems, and innovative analytical platforms that improve production efficiency and reduce operational risks. Considerable attention is devoted to investments in agricultural processing industries, which contribute to the creation of added value and reduction of dependence on unstable export logistics. The research identifies the main sources of investment support for agricultural enterprises, including internal financial resources, bank lending, state support programs, and international financial assistance from organizations such as IFC, EBRD and USAID. The importance of government instruments aimed at stimulating investment activity through preferential lending, compensation programs and support for small and medium-sized agribusiness is emphasized. It is substantiated that the effectiveness of investment policy directly affects the competitiveness, economic resilience and adaptive capacity of agricultural enterprises in crisis conditions. The necessity of harmonizing national investment mechanisms with European standards and principles of sustainable development is proved. The study concludes that further development of the agricultural sector requires comprehensive interaction between the state, business and international partners aimed at attracting investments, minimizing wartime risks, supporting innovation and ensuring post-war recovery of Ukraine’s agrarian economy.
