Abstract

The article examines the impact of labor mobilization and migration on the formation and transformation of personnel policy of Ukrainian enterprises under martial law. The relevance of the topic is due to large-scale changes in the national labor market, which are manifested in the reduction of the number of labor resources, the strengthening of regional disparities in employment and the growth of personnel shortages in key sectors of the economy. The purpose of the study is to analyze the consequences of mobilization processes and migration flows for enterprises in various industries, as well as to determine the main directions of adapting personnel policy to modern conditions. The research used methods of analysis and synthesis, comparative analysis, generalization of statistical data and a systemic approach. The article establishes that mobilization leads to the departure of a significant part of the working-age population, which is especially noticeable in industry, construction and transport. At the same time, external and internal migration cause an imbalance in the territorial distribution of the workforce, increasing the shortage of personnel in some regions and oversaturation of the labor market in others. This necessitates the revision of traditional approaches to personnel management. It is proven that enterprises are forced to adapt their personnel policy by introducing flexible forms of employment, actively involving new categories of employees, developing personnel retraining systems and digitalizing HR processes. A special role in modern conditions is played by the strengthening of non-material motivation and the development of internal employee support programs. It is generalized that the combined impact of mobilization and migration forms long-term structural changes in the labor market of Ukraine, which requires a comprehensive transformation of the personnel policy of enterprises and strengthening state regulation in the field of employment. The scientific research identified the main directions of transformation. Effective HR policy is becoming a key factor in ensuring the sustainability of enterprises and their competitiveness.
