PUBLIC FINANCE AND REGULATORY POLICY IN THE AGRICULTURAL SECTOR OF THE ECONOMY OF UKRAINE: EFFICIENCY ASSESSMENT AND STRATEGIC DEVELOPMENT PRIORITIES
Abstract
The article conducts a comprehensive study of the transformation of public finances and regulatory policy in the agricultural sector of Ukraine under martial law, economic instability, and the intensification of European integration processes in 2023–2026. The agricultural sector is considered a key element of the national economy, providing a significant share of foreign exchange earnings and food security for the state, but at the same time is significantly affected by military, infrastructure, logistical, and macroeconomic risks. The effectiveness of key financial instruments of state support is studied, primarily the program "Affordable Loans 5–7–9%", grant mechanisms for the development of horticulture, greenhouse farming, and the processing industry, as well as compensation programs for the renewal of the material and technical base of agricultural enterprises. It is shown that these instruments play a critically important role in ensuring the liquidity of enterprises, supporting investment activity, and stabilizing agricultural production in conditions of increased risks. An important result of the study is the assessment of the impact of regulatory changes on the development of the agricultural sector. Particular attention is paid to the impact of European integration processes and environmental transformation of agricultural policy, in particular adaptation to the requirements of the EU Common Agricultural Policy and the principles of the European Green Deal. The need for harmonization of product quality and safety standards, implementation of the HACCP system, modernization of veterinary and phytosanitary control, as well as the development of environmentally friendly production technologies is considered. It is concluded that the effective interaction of public finances and regulatory policy is a determining factor in the formation of a new model of agricultural development, which involves the transition from a raw material to an innovative, high-tech and export-oriented system. The implementation of the proposed strategic directions will increase the competitiveness of the agricultural sector of Ukraine, strengthen its financial stability and ensure long-term integration into world and European agricultural markets.
