THE LABOR MARKET OF UKRAINE IN THE CONTEXT OF TRANSFORMATION AND INNOVATION: CURRENT STATE, CHALLENGES, AND DEVELOPMENT PROSPECTS
Abstract
The article is devoted to a comprehensive analysis of the current state and key development trends of the Ukrainian labor market under martial law and deep structural transformations of the national economy. It is substantiated that the full-scale war has become a determining factor of changes in the employment sphere, significantly affecting the size and quality of the labor force, the unemployment rate, and the sectoral and professional structure of labor demand. The study analyzes the impact of demographic decline, large-scale internal and external migration, business relocation, and the spread of non-standard forms of employment on the functioning of the labor market. Particular attention is paid to assessing the dynamics of key employment and unemployment indicators in 2021–2025, as well as identifying structural imbalances between labor supply and demand. Within the framework of the study, a SWOT analysis of the Ukrainian labor market was conducted, which made it possible to systematize its strengths, weaknesses, opportunities, and threats. It was determined that the strengths include a high level of general education and professional training of the population, the ability of businesses to adapt to crisis conditions, gradual wage growth, and the development of professional retraining and lifelong learning programs. At the same time, a number of weaknesses and threats were identified, including a shortage of qualified personnel in key sectors of the economy, growing regional employment disparities, the negative impact of demographic and migration processes, and increasing competition for labor from European Union countries. The priorities of the state employment policy are substantiated, including support for small and medium-sized businesses, employment of veterans and internally displaced persons, development of professional retraining, and adaptation of education to labor market needs. The need for comprehensive labor market recovery and increased employment efficiency in the context of Ukraine’s post-war economic recovery is emphasized.
