DIGITAL RESILIENCE OF HOSPITALITY INDUSTRY ENTERPRISES IN THE CONTEXT OF MILITARY THREATS: UKRAINIAN REALITIES AND INTERNATIONAL PARALLELS

Abstract

This article examines the digital resilience of hospitality industry enterprises in the context of military threats. It analyzes the dynamics of digital transformation in Ukraine (2019–2025) and identifies key challenges for the hotel industry in frontline regions. Using the example of the “Kharkiv” hotel, an assessment of digital resilience was conducted across five components: PMS resilience, communication accessibility, cloud services, cybersecurity, and critical resource reservation. The integrated IDS index increased from 1,06 to 5,33 over the 2022–2025 period, indicating a transition from a critically low to a moderate level of resilience. The greatest contributions came from resource redundancy (generator, Starlink) and communication accessibility, while the weakest link was cybersecurity. A comparative analysis of international experience in Israel, Greece, Turkey, Croatia, Bosnia and Herzegovina, and Georgia was conducted. Three groups of countries were identified based on the nature of the crisis’s impact: indirect (Greece, Turkey) – the crisis stimulates accelerated digitalization (RMS, smart technologies, generators up to 1,250 kVA); direct military (Israel, Ukraine) – centralized state support and coordination; post-conflict recovery (Croatia, Bosnia and Herzegovina, Georgia) – involvement of international aid (EU, USAID) and long-term digital strategies. Against this backdrop, the Kharkiv Hotel is analyzed in detail as an example of adaptation in an active conflict zone, where the “improvisation plus international aid” model predominates. For Ukraine, the Israeli model of centralized coordination is the most relevant. The Greek and Turkish experiences in resource allocation, as well as Georgian practices in digital marketing for regions, may also be useful. The proposed approach can be used to self-assess the digital resilience of hospitality businesses, develop crisis response strategies, and support the industry's post-war recovery. Thus, digital resilience is a key prerequisite for maintaining the viability of the hotel industry during wartime, and building it requires a combination of government coordination, international assistance, and systematic efforts to improve cybersecurity at the individual business level.
