THE ROLE OF FOREIGN DIRECT INVESTMENT IN THE DEVELOPMENT OF UKRAINE’S ECONOMY
Abstract
This article examines the role of foreign direct investment in the development of Ukraine’s economy, assesses current trends in FDI inflows at regional and sectoral levels, and identifies the causal relationships underlying the transformation of the investment environment in the context of military challenges. The relevance of attracting foreign investment has been demonstrated, given Ukraine’s limited domestic investment capacity due to the state of war. The dynamics of foreign direct investment flows into Ukraine during 2002-2025 are analysed, revealing significant fluctuations during periods of economic and military-political instability. The trends in ‘round-tripping’ over the last decade are characterised, with their share of total foreign direct investment identified. A list of factors that traditionally stimulate the inflow of foreign investment into Ukraine has been identified. An analysis of foreign direct investment inflows by region of Ukraine during the pre-war period and wartime has been conducted, revealing characteristic shifts in investor interests depending on geographical location, security factors, and the industrial and resource potential of the regions. The volumes of foreign direct investment were examined by sector of economic activity, revealing a significant reduction in funding and capital outflow in 2025 from certain sectors, notably agriculture and the extractive industry. Conversely, the results of the analysis of total capital investment show a trend towards increased investment in the agricultural sector over the period under review, indicating the sector’s development. The article identifies the obstacles to attracting foreign capital into the Ukrainian economy and outlines a number of institutional changes aimed at enhancing the country’s investment attractiveness. It also sets out the prospects for further research into the possibilities for Ukraine’s integration into global investment processes, taking into account the post-war transformation of the economy and the growing role of international financial support in the country’s reconstruction.
