ADAPTATION AND SECURITY TRANSFORMATION OF THE MECHANISM OF STATE SUPPORT FOR AGRICULTURAL ENTREPRENEURSHIP IN UKRAINE UNDER CONDITIONS OF WAR AND EUROPEAN INTEGRATION

Abstract

The purpose of the article is to substantiate the transformation of the mechanism of state support for agricultural entrepreneurship in Ukraine in response to wartime challenges and the requirements of European integration. The relevance of the study is determined by the growing instability of the agricultural sector, caused by military threats, disrupted supply chains, and increased uncertainty, which necessitate a revision of traditional approaches to public support. The research is based on a combination of general scientific and special methods, including systemic and structural analysis, comparative approach, logical generalization, and modeling, which made it possible to identify key trends and inconsistencies in the development of the support system. The results of the study demonstrate that the existing mechanism of state support remains largely fragmented and focused on compensatory instruments, which limits its capacity to ensure long-term resilience. It is established that the dominance of financial tools is not accompanied by a sufficient development of logistical and security components, leading to structural imbalances. In response to these limitations, an adaptation- and security-oriented approach is proposed, which integrates economic, financial, institutional, and security instruments into a unified framework. A structural model of the support mechanism is developed, as well as an integral index for assessing its level of adaptation, based on production, financial, logistical, security, and institutional components. This approach allows for a comprehensive evaluation of the effectiveness of state support and provides a basis for identifying priority areas of its improvement. The practical value of the study lies in the possibility of applying the proposed approach and methodological tools in the process of designing and implementing public policy aimed at strengthening the resilience, adaptability, and sustainability of agricultural entrepreneurship. The results can be used to improve the architecture of state support, enhance risk management instruments, and ensure a more balanced development of its key components under conditions of ongoing transformation.
