FORMATION OF A STRATEGY FOR SUSTAINABLE DEVELOPMENT OF ENTERPRISES DURING THE WAR AND THROUGH THE PRISM OF POST-WAR RECONSTRUCTION TASKS
Abstract
The article reveals the issue of the theoretical basis for the formation of a sustainable development strategy, which is based on the generalization of the features of the formation and key characteristics of the development strategy in general. The process of strategizing has undergone its evolution and the process of forming a sustainable development strategy is based on procedural issues of developing a strategy in general. A separate type of strategies that are developed at the general corporate level are development strategies, which are distinguished by a clear orientation and key quantitative and qualitative indicators. The article gradually examines the conclusions of scientists on the formation of a strategy, development strategy and sustainable development strategy. The author's definition of the concept of sustainable development is proposed, which is distinguished by a comprehensive approach and provides transformational processes, which is important for the conditions of war and post-war recovery. The impact of war on enterprises is manifested in the uncertainty of conditions related to security issues, environmental consequences, macroeconomic instability and non-structural demographic processes. In war conditions, strategizing means strategic, production, commercial, technological and innovative personnel and organizational flexibility. Based on the characteristics of the specified types of flexibility, which are provided in the article, enterprises form an adaptation strategy aimed at ensuring the sustainable development of an industrial enterprise in wartime conditions. Also, in the article, in addition to the principles of developing a sustainable development strategy, a list of wartime principles is proposed. At the final stage of the study, characteristics of traditional, wartime and post-war recovery strategies are provided in terms of elements: mission, concept, priorities, time horizon, strategy vectors, financing, key indicators. Key areas that undergo changes in the process of developing a sustainable development strategy are the definition of priorities, justification of development vectors and the issue of impact on the enterprise. It is according to these characteristics that it is necessary to clearly prescribe quantitative key indicators and priority tasks in accordance with the concept of sustainable development, that is, in accordance with economic, environmental and social elements.
