METHODOLOGICAL FOUNDATIONS AND INTERNATIONAL PROJECT MANAGEMENT STANDARDS

Keywords: project management, PMBOK, PRINCE2, ISO 21500, project management methodology, Agile, hybrid approaches, higher education institutions

Abstract

The purpose of this article is to examine the methodological foundations of integrating the project management approach into the organisational management system and to conduct a comparative analysis of leading international project management standards: PMBOK, PRINCE2 and the ISO 21500 series. The topic is relevant in the context of the digital transformation of organisations and Ukraine's Euro-Atlantic integration, which impose new requirements on the quality of management decisions and the adaptation of internationally recognised methodologies. The research methodology combines theoretical generalisation and systematic analysis to examine the evolution of project management approaches; a comparative method to analyse the characteristics, advantages and limitations of PMBOK, PRINCE2, Agile, Scrum, Kanban and Hybrid Agile; a structural-functional method to investigate the specifics of their application in higher education institutions; and a synthesis method to substantiate the expediency of hybrid approaches to project management. The methodological foundations of project management are systematised at the intersection of systems analysis, process management and information technologies. A comparative table of six leading methodologies is developed, covering their characteristics, advantages, limitations and typical applications in higher education institutions. It is established that the PMBOK standard has undergone a conceptual transformation from a process-oriented to a principle-oriented model (12 principles and 8 performance domains in the 7th edition). The seven principles of PRINCE2 are characterised, with emphasis on continuous business case justification and stage-based management. The ISO 21500 series is reviewed, including ISO 21502, 21503 and 21504. A hybrid project management model is proposed for complex projects in higher education institutions. The practical value of the article lies in providing methodological guidelines for selecting and implementing project management standards in organisations, particularly in higher education institutions involved in international programmes such as Erasmus+ and Horizon Europe.
