SOCIAL SPENDING: CHALLENGES AND STRUCTURAL OPTIMIZATION MODELING
Abstract
The issue of budget expenditures on social protection of the population is highly relevant in the modern world. Ensuring social support for citizens is an important aspect of the social policy of any country. Growing inequality, demographic changes, economic crises, and other factors make this topic extremely important for discussion. Expenditures on social protection help support the most vulnerable segments of society by providing them with essential social services and assistance. Moreover, changes in the social and economic environment and the emergence of new challenges, such as digital technologies and shifts in market structures, require continuous updating of social programs and social protection mechanisms so that they remain relevant and effective. Statistical analysis of data on the volume of social protection expenditures, their structure, and their dynamics over time makes it possible to identify trends and relationships in financial spending. Economic modelling employs economic and mathematical models to forecast the effectiveness of various options for allocating budgetary resources to social protection and to determine optimal financing strategies. The scientific novelty lies in a comprehensive analysis of the efficiency of budget expenditures on social protection of the population, taking into account current social and economic and demographic challenges. The study is distinguished by its consideration of up-to-date theoretical approaches to social policy and public sector finance, as well as the application of innovative analytical methods, such as econometric modelling. The practical significance of the article lies in the fact that its results can be used to improve the social protection system at the practical level. The recommendations derived from the analysis of the efficiency of budget expenditures will support well-informed decision-making regarding the allocation of social resources and the enhancement of social programs.
