EFFECTIVE MANAGEMENT OF ACTIVITIES FOR THE PREVENTION AND CONTROL OF TYPICAL NON-RECURRING DISEASES

Abstract

The article provides a theoretical and analytical substantiation of effective resource management in educational institutions as a key condition for preventing juvenile delinquency. Amid modern socio-economic challenges and the transformation of the family institution, it argues for shifting from punitive strategies to proactive, integrated response models. The study demonstrates that a school’s preventive capacity directly depends on the rational, purposeful distribution of human, material, financial, informational, organizational-time, and emotional-psychological resources to meet students’ basic needs. Human resource management is foundational, requiring school psychologists and social pedagogues to focus on early diagnosis and corrective work with at-risk youth. Material and technical resources, aligned with Crime Prevention Through Environmental Design, eliminate physical vulnerabilities and provide constructive leisure alternatives. Targeted financial investments in prevention are proven economically more justified than addressing offense consequences. Information resources, such as automated monitoring of attendance and performance, act as predictive tools. Optimizing post-school hours through extracurricular activities minimizes unsupervised time. Additionally, managing the emotional and psychological state of teaching staff prevents burnout and fosters trust-based teacher-adolescent relationships. The study develops algorithms for integrating all resource types into a unified social security system, emphasizing a Multi-Tiered System of Supports where resources flow seamlessly across universal, selective, and intensive prevention levels. Finally, it substantiates the necessity of synergizing internal school potential with local community partners, including juvenile police and social services. This paradigm transforms the educational institution from a knowledge transmitter into a key agent of social security, algorithmically reducing juvenile crime by making unlawful behavior socially unacceptable and illogical.
