INNOVATIVE AND INVESTMENT MECHANISMS FOR IT COMPANIES' DEVELOPMENT WITHIN THE POST-WAR ECONOMIC RECONSTRUCTION OF UKRAINE
Abstract
The scientific article is devoted to the topical issues of determining the innovative and investment priorities for the strategic development of IT firms during the post-war recovery of Ukraine's economy. The study identifies the information technology sector as a fundamental engine for national reconstruction due to its high export potential, flexibility, and rapid scalability. The analytical part of the work is focused on the systematic evaluation of the sector's dynamics between 2021 and 2025, highlighting its unique resilience despite infrastructure damage and human capital migration. The research methodology is based on a comprehensive approach, including structural-functional analysis, comparative economic modeling, and scenario forecasting for the development of the high-tech market. The author systematizes the factors influencing the investment attractiveness of the IT industry under conditions of increased military and cyber risks. Special emphasis is placed on the analysis of the «Diia City» special tax regime as a successful tool for legal and financial stimulation. The article substantiates the original model of a «digital recovery ecosystem» which effectively integrates venture capital instruments, crowdfunding, international technical assistance, and state-private partnerships. The results of the study include an improved methodology for evaluating the effectiveness of investment projects that accounts for specific military uncertainty and the need for relocation security. Furthermore, the work outlines the practical reserves for increasing capital inflow by establishing an investment guarantee fund and enhancing the institutional environment. The synchronization of innovative potential with flexible financial mechanisms, such as war risk insurance and simplified licensing procedures, is proven to be a prerequisite for the sector's growth. The practical significance of the findings lies in the formulated recommendations aimed at integrating the Ukrainian IT market into the European Research Area and scaling DefenseTech and GreenTech solutions. The implementation of the proposed strategies will contribute to the growth of the IT sector's share in the national GDP and ensure the technological sovereignty of the state in the post-conflict period.
