STATE POLICY ON THE DE-OCCUPATION AND REINTEGRATION OF TEMPORARILY OCCUPIED TERRITORIES
Abstract
The relevance of this study stems from the fact that issues of state policy in the sphere of de-occupation and reintegration currently require special attention, due to objective reasons arising from the challenges posed by russian aggression. The purpose of this article is to conduct a comprehensive research of issues that reveal the content and characteristics of state policy in the sphere of de-occupation and reintegration and, based on this, to develop recommendations regarding its functions, principles, formative factors and objectives. The range of general scientific and specialized methods, including analysis and synthesis, historical, economic-statistical, comparative-descriptive, and others were used in research. The challenges that Ukraine faces as a result of russian aggression, which are related not only to the country’s defense and the liberation of temporarily occupied territories, but also to the implementation of measures at the national level aimed at the reintegration of these territories and their inhabitants, were analyzed. A review of the history of the theoretical and methodological foundations of the concept of «public policy» is provided. The key principles of its implementation, as presented in the works of Ukrainian scientists, are examined. Based on an analysis of a significant number of international and Ukraininan legislative documents and scientific sources, the contemporary understanding of the concept of «reintegration» has been clarified. Specific gaps in Ukraine’s legislative framework regarding state policy on the de-occupation and reintegration of temporarily occupied territories and their residents are analyzed. The author’s vision of the content of comprehensive measures for this policy is proposed. The need to incorporate a gender perspective into the state policy on the de-occupation and reintegration of temporarily occupied territories and their inhabitants is emphasized. The practical significance of the article lies in the fact that its provisions and conclusions can be used as a component of Ukraine’s post-war recovery.
