SPATIAL, INFRASTRUCTURAL AND SOCIO-ECOLOGICAL FACTORS OF COMMUNITY RECONSTRUCTION IN THE POST-CONFLICT PERIOD

Abstract

The study is devoted to the theoretical substantiation and generalization of approaches to the restoration of communities in the post-conflict period through a comprehensive analysis of spatial, infrastructural and socio-ecological factors and the systematization of the best international practices of intersectoral interaction with an emphasis on the mobilization of internal (endogenous) resources of territories as a key driver of sustainable development and increasing the resilience of communities. It is substantiated that the restoration and development of communities in the post-conflict period is effectively implemented only under the conditions of a comprehensive approach that combines the mobilization of internal resources of the territory and the integration of various social actors. It is determined that hidden resources (social capital, human potential, cultural heritage, institutional memory) are key factors of stability and speed of restoration. Their activation allows the community to act as an autonomous, self-sufficient system that is able to effectively use existing infrastructure facilities, spatial reserves and technological capabilities. The analyzed world practices demonstrate that the most successful are interaction models based on the principles of community-driven development, multi-level governance, public-private partnerships and quadruple Helix, which function as partner ecosystems, able to quickly respond to the needs of communities and generate innovations. The effectiveness of recovery is largely determined by the ability to adapt international approaches to local conditions, ensuring a balance between external support and internal mobilization of resources. Sustainable development of communities involves the integration of spatial planning, restoration of critical infrastructure, environmental safety and social cohesion, which creates a synergistic effect and increases the overall resilience of territories. A comprehensive strategy that combines the assessment of hidden resources, intersectoral cooperation and innovative approaches creates the basis for long-term and sustainable recovery, allowing communities to recover from the crisis and lay a platform for future socio-economic development.
