ADAPTABILITY OF THE SOCIAL TRANSFER SYSTEM UNDER WARTIME AND DEMOGRAPHIC CHALLENGES: A FINANCIAL AND INSTITUTIONAL PERSPECTIVE
Abstract
The paper examines the adaptability of the social transfer system in Ukraine under wartime and demographic challenges from a financial and institutional perspective. It is argued that in the context of a full-scale war, the social protection system is transforming from a traditional redistribution mechanism into a key instrument of macro-financial stabilization, ensuring the maintenance of aggregate demand, mitigation of social tensions, and compensation for income losses. The study identifies significant fiscal constraints caused by the dominance of defense expenditures and high budget deficits, largely financed by external sources, which increases the vulnerability of social policy to external shocks. Special attention is given to demographic transformations, including population decline, aging, and migration processes, which significantly alter the structure of demand for social support and increase the burden on the working population as the primary source of public revenues. The research highlights institutional imbalances between centralized and decentralized financing mechanisms, limited coordination across governance levels, and insufficient integration of digital tools in managing social transfers. A conceptual model of adaptability is proposed, integrating financial capacity, institutional efficiency, and digital infrastructure. This model emphasizes the importance of flexibility, responsiveness, and data-driven decision-making in improving the targeting and effectiveness of social transfers. The findings suggest that enhancing the adaptability of the social transfer system requires diversification of funding sources, optimization of expenditure structures, strengthening of digitalization, and integration with employment policies. Additionally, the study contributes to the theoretical development of adaptive social policy frameworks applicable to crisis economies. It substantiates the necessity of transitioning from static welfare models to dynamic, shock-responsive systems capable of real-time adjustment. The proposed approach provides practical implications for policymakers in designing resilient and sustainable social protection mechanisms in both wartime and post-war recovery contexts.
