STRUCTURE OF RURAL TERRITORIES OF UKRAINE BEFORE AND DURING THE WAR – ECONOMIC ASPECTS
Abstract
The article is devoted to the analysis of the economic structure of rural areas of Ukraine before the war and under martial law, as well as the identification of key transformations and development prospects. It was found that military actions caused profound structural changes that affected all aspects of the functioning of rural areas, including their economic structure, which made the study relevant. The economic structure of rural areas until 2022 was analyzed. It was established that the main aspects in the pre-war period were: the dominance of agricultural holdings and grain exports, a high share of individual peasant farms, specialization, underdeveloped infrastructure, employment, land market. It was determined that the main indicators of the economic structure of rural areas after 2022 are: loss of land and land degradation, changes in logistics and exports, stimulation of processing, changes in the crop structure, labor shortage and gender imbalance, adaptation of individual peasant farms, business relocation, local market. The distribution of territories and the total number of business entities as of 2024, depending on the organizational and legal form, were analyzed. It was established that as of 2024, the largest number of business entities in rural areas were farms (68.6%), while they owned 24.9% of agricultural land. Limited liability companies and joint-stock companies accounted for 19.7% and 0.6%, respectively, in the structure of agricultural business entities, which is 3 times less than the number of farms. They owned 52.5% and 2.5% of agricultural land, respectively. It was determined that the key development perspective is the transition from the "raw material" model to the "processing" one. It has been determined that rural areas of Ukraine before the war were characterized by agricultural specialization, a significant role of large agricultural enterprises, and the presence of structural problems, such as insufficient infrastructure development and labor migration. The dependence of the further development of rural areas of Ukraine on the effectiveness of state policy, international support, and the ability to adapt to new conditions has been established.
