WAYS TO INVOLVE SMALL AGRICULTURAL ENTERPRISES IN PUBLIC-PRIVATE PARTNERSHIP IN UKRAINE

Abstract

The article substantiates the theoretical and applied principles of involving small agricultural enterprises in public-private partnership (PPP) mechanisms as a tool for ensuring sustainable innovative development of the agricultural sector of the economy of Ukraine. The relevance of the study is due to the need to increase the efficiency of agricultural production. It has been established that small agricultural enterprises, in particular farms and cooperatives, have a high potential for integration into PPP projects. It has been determined that the participation of small businesses in partnership models allows the state to implement strategic goals of agricultural policy with minimizing the budget burden, while ensuring effective distribution of risks, resources and responsibilities between participants. It is substantiated that in the conditions of volatility of the financial and economic environment and increasing security challenges, PPP acts as an institutional mechanism for increasing the stability of the agricultural sector, maintaining logistical capacity, developing local supply chains and modernizing production infrastructure. Modern scientific approaches to the interpretation of PPP as a mechanism of agricultural policy, a tool for attracting extra-budgetary investments and a form of interaction between business and government in conditions of macroeconomic instability were analyzed. It was found that despite significant scientific achievements, the issues of forming effective mechanisms for integrating small agricultural enterprises into partnership models remain insufficiently studied. The scientific novelty lies in the combination of institutional, staged and effective approaches to the formation of the PPP system, taking into account the specifics of small agricultural entrepreneurship in the conditions of a transformational economy. The practical significance of the results lies in the possibility of using the proposed model by state authorities and business entities to form an effective policy to support small businesses and implement innovative agricultural projects. The implementation of the proposed mechanisms will contribute to the formation of a competitive, environmentally sustainable and socially oriented model of development of the agricultural sector of Ukraine.
