DIGITAL TRANSFORMATION OF THE FOOD SECURITY MONITORING SYSTEM AS A TOOL FOR SUSTAINABLE TERRITORIAL DEVELOPMENT MANAGEMENT

Abstract

Explores the theoretical and methodological foundations of the digital transformation of the food security monitoring system as a tool for information and analytical support for sustainable management of territorial development in the context of increasing security, economic, logistical and climate risks. It is substantiated that in the modern environment, food security should be considered as the result of a sufficient volume of food production and a comprehensive characteristic of the stability of the territorial socio-economic system, which is formed under the influence of interrelated factors of accessibility, physical availability, price stability, logistical continuity, institutional capacity and the ability to adaptively respond to changes in crisis conditions. It is proven that traditional approaches to food security monitoring, based on fragmentary collection of statistical data and retrospective analysis, currently do not provide the necessary efficiency, spatial detail, analytical depth and predictability that are necessary for timely adoption of management decisions. The essence of the digital transformation of the monitoring system as a transition to an integrated digital architecture is determined. The importance of digital platforms, artificial intelligence, predictive analytics and early warning systems for improving the quality of food risk assessment and identifying areas of increased vulnerability is revealed. An approach is proposed, according to which digital monitoring of food security should be considered as a multi-level system that covers the state, regional and local levels of management and performs control, forecasting, coordination, signaling and strategic functions. Particular attention is focused on the role of digital monitoring in strengthening the adaptability of territorial management, increasing the targeting of management interventions, strengthening the resilience of agro-food chains and supporting food security of the population in conditions of martial law and instability of the external environment. It is proven that the digital transformation of the food security monitoring system forms the foundation for the transition to a modern model of sustainable management of territorial development, in which data, analytical tools and predictive mechanisms are the main factors for timely detection of threats, minimizing losses and ensuring long-term food sustainability of territories.
