INSTITUTIONAL PRINCIPLES OF ENSURING SELF-DEVELOPMENT OF TERRITORIES IN UKRAINE
Abstract
The paper explores the institutional principles of ensuring self-development of territorial communities in the context of modern socio-economic transformations and challenges associated with military destruction and ensuring the restoration of the territory of Ukraine. It is substantiated that the effectiveness of the development of territorial communities largely depends on the quality of the institutional environment, which includes formal and informal rules, management mechanisms, as well as the interaction of state authorities, local governments, business and civil society. The multi-level structure of institutional support for self-development of territories is revealed, which includes the state, regional and local levels. At the state level, regulatory, legal and financial principles of regional policy are formed, strategic development advantages and mechanisms for supporting the territory are planned. The local government level is a key environment for implementing self-development policies through strategic planning, local resource management, development of real investment and infrastructure projects, and ensuring the provision of public services. At the same time, civil society plays an important role in the formation of public initiatives, participation of residents in making management decisions, and effective public control. The study emphasizes the importance of combining formal and informal institutions that form the territorial development management system. It is proven that effective models of self-development of territorial communities are based on a partnership between government, business, and the public, the development of social capital, and coordinated state support for local initiatives. The role of strategic planning for regional development as an important element of institutional support for the self-development of the territory is analyzed. It is determined that the formation of strategic documents based on the principles of state regional policy, a territorially oriented approach, and the concept of smart specialization contributes to a more effective use of the competitive advantages of regions.
