UKRAINE’S AGRICULTURAL SECTOR IN WARTIME: ECONOMIC CHALLENGES AND GOVERNMENT STABILIZATION INSTRUMENTS
Abstract
The article examines the current state and functioning of the agricultural sector of Ukraine under the conditions of a full-scale war. The study identifies the main economic challenges that significantly affect the development of the industry, including the destruction of production and logistics infrastructure, mining and contamination of agricultural land, reduction of cultivated areas, rising production costs, and limited access of agricultural producers to financial resources. Special attention is paid to the role of agriculture as a strategic sector of the national economy that ensures food security, supports rural development, and generates a significant share of export revenues and gross domestic product. The research analyzes the dynamics of production of major agricultural products and assesses the resilience of Ukrainian agricultural producers in wartime conditions. Despite considerable losses and difficult operating conditions, the agricultural sector continues to maintain relatively stable production indicators and remains one of the key sources of foreign exchange earnings for the national economy. The study also highlights structural imbalances in certain subsectors, particularly in livestock production, which require further modernization and policy support. Particular emphasis is placed on the analysis of state instruments aimed at stabilizing the agricultural sector. The paper considers the implementation of grant programs, direct subsidies, preferential lending mechanisms, and government initiatives focused on demining agricultural land and restoring production potential. These policy measures are viewed as important tools for reducing economic risks for producers, stimulating investment activity, and supporting small and medium-sized farms that are especially vulnerable to crisis conditions. The results confirm that effective state regulation and financial support are crucial for ensuring the sustainability of the agricultural sector during wartime and creating conditions for its post-war recovery, long-term development, and strengthening of competitiveness in the context of European integration.
