THE PARADOXICAL EFFECT OF ENERGY CONSTRAINTS ON LABOR PRODUCTIVITY: A THEORETICAL AND BEHAVIOURAL APPROACH
Abstract
This article provides a theoretical substantiation of the paradoxical effect of energy constraints – resulting from wartime destruction of Ukraine’s power infrastructure – on labor productivity. The ongoing energy crisis, marked by frequent and prolonged electricity outages, disrupts production processes and poses substantial risks to economic performance. In conventional economic analysis, energy shortages are treated as negative supply shocks that reduce efficiency and output. However, insights from behavioral economics and work psychology suggest the possibility of a counterintuitive effect: strict temporal limits on electricity availability may function as externally imposed deadlines, intensifying motivation and effort allocation during accessible periods. The purpose of the study is to theoretically justify the dual impact of energy constraints on labor productivity and to develop a conceptual behavioral model that explains both the negative and positive mechanisms of this influence. The research adopts a theoretical-methodological approach based on the integration of key concepts from behavioral economics and work psychology, including time scarcity effects, procrastination dynamics, deadline-induced motivation, and effort mobilization under constrained conditions. The findings indicate that energy constraints generate two parallel causal pathways. The negative pathway encompasses workflow interruptions, forced idleness, heightened stress, cognitive fatigue, and deterioration in task quality, ultimately resulting in reduced productivity. Conversely, the positive pathway activates adaptive behavioral responses, including increased concentration, reduced procrastination, accelerated decision-making, and intensified effort within limited "productivity windows". The overall productivity outcome is therefore dual in nature and contingent upon the relative dominance of these pathways. This balance is moderated by contextual and individual factors such as job characteristics, predictability of outages, autonomy level, stress resilience, and access to alternative energy or organizational resources. The practical contribution of the study lies in the development of a conceptual framework that enables managers and organizations to design adaptive labor strategies under crisis conditions. By structuring tasks around predictable power supply intervals, implementing micro-deadlines, and supporting psychological resilience, organizations may partially mitigate productivity losses and enhance operational adaptability under persistent energy instability.
