SMART MODELS OF PROJECT MANAGEMENT FOR THE SUSTAINABLE DEVELOPMENT OF ECONOMIC ENTITIES OF TERRITORIAL COMMUNITIES AS ECONOMIC SECURITY TOOLS IN THE CONDITIONS OF POST-WAR RECOVERY
Abstract
The article is devoted to theoretical, methodological and applied principles of application of smart models in the project management system of business entities of territorial communities. The main attention is paid to the transformation of smart models into effective security tools that ensure the stability of business entities in the conditions of military challenges and the need to meet the needs of post-war recovery. In the research process, a systemic approach, critical analysis, comparative analysis were used. The importance of the concept of "smart" governance for strengthening economic security at the micro and meso levels is revealed. The integration of intelligent management systems with the principles of sustainable development for the creation of a resilient economic base of communities is substantiated. The role of digital technologies is determined not only as planning tools, but as the basis for the digital transformation of community resource management. It is proven that the implementation of smart models allows minimizing economic risks and increasing the level of local security through transparency of resource allocation and automation of recovery monitoring. The interpretation of smart models as tools for ensuring economic security, which allows communities to move from crisis management to strategic sustainable development in the post-war period, has been further developed. It is substantiated that in the conditions of post-war recovery, the integration of smart technologies into community development strategies allows optimizing the use of limited resources, increasing the investment attractiveness of territories, and ensuring the environmental and social sustainability of business. Mechanisms for adapting project tools to specific reconstruction challenges are considered, prioritizing digitalization and energy efficiency to ensure financial autonomy and resilience of business entities to external threats. The results of the study can be used by local governments in developing comprehensive territorial recovery programs and strategies for attracting international assistance.
