STRATEGIC VECTORS FOR MANAGEMENT OF BUSINESS INFRASTRUCTURE DEVELOPMENT IN THE REGION
Abstract
The study considers business infrastructure as a multidimensional system that goes beyond the traditional understanding of it as a set of material objects. It is determined that in the context of post-war recovery, business infrastructure should be guided by the principles of resilience, flexibility and adaptability. The proposed concept of Resilience-Driven Business Infrastructure involves the integration of production, digital, financial and social components to ensure the rapid recovery of economic activity and the formation of long-term competitiveness of the region. The concept of Resilience-Driven Business Infrastructure allows for the transition from restoration "to the pre-war state" to the formation of a new quality of the regional economy. An approach is proposed to the formation of a "living" business infrastructure as a regional ecosystem that functions through a network of interactions between business, universities, authorities, communities and donors. The developed elements of the ecosystem maturity model, the cooperation density index and the methodology for assessing innovation permeability allow for the transition to data-driven management and is consistent with the logic of Smart Specialisation and Industry 5.0. It is substantiated that business infrastructure can play the role of a social tool, facilitating the integration of veterans, internally displaced persons, youth and social entrepreneurs into regional economic processes. In a strategic perspective, such infrastructure becomes not only a mechanism for supporting entrepreneurship, but also the foundation of social sustainability and inclusive development of the region. It is determined that the new generation business infrastructure should develop as an integrated, digitally supported and socially oriented ecosystem, capable of ensuring not only economic growth, but also the long-term viability of regions in the context of global transformations. The development of business infrastructure requires a transition from administrative management of facilities to strategic facilitation of cooperation processes. In the future, such a model can become the basis for the formation of new types of regions (innovatively permeable, cooperatively dense and resistant to external challenges).
