STRUCTURAL TRANSFORMATION OF UKRAINE’S NATIONAL ECONOMIC INFRASTRUCTURE DURING WARTIME
Abstract
The article examines the structural transformation of Ukraine’s national economic infrastructure under the conditions of full-scale war. The relevance of the topic is determined by unprecedented large-scale destruction of infrastructure facilities and the need to adapt economic systems to prolonged military threats, spatial disruptions, and heightened uncertainty affecting all sectors of the national economy. The research methodology is based on a combination of theoretical generalization and logical modelling. These methods allow for a comprehensive assessment of infrastructure transformations, the identification of functional shifts within infrastructure components, and the examination of the interconnections between physical destruction, digital adaptation, and economic resilience under wartime conditions. The results of the study indicate that full-scale war has fundamentally altered the functional priorities of Ukraine’s national economic infrastructure, transforming it from a long-term development framework into a resilience-oriented system. The role of digital infrastructure in strengthening the resilience of small and medium-sized enterprises is emphasized, as digital solutions facilitate access to markets, administrative services, and financial support. In addition, digital platforms play a crucial role in addressing demographic challenges caused by forced migration, enabling efficient registration, identification, and social assistance for internally displaced persons. The practical value of the article lies in the applicability of its conclusions for developing state policies on infrastructure recovery, digital transformation, and decentralized infrastructure management. The results may be used by regional authorities and development institutions to enhance economic resilience, improve crisis-oriented infrastructure planning, and support sustainable post-war recovery through long-term investment in resilient and digitally integrated infrastructure systems.
