EFFECTIVENESS OF THE ORGANIZATIONAL AND ECONOMIC MECHANISM FOR ENTREPRENEURSHIP DEVELOPMENT IN THE REGIONS OF UKRAINE
Abstract
The article examines the effectiveness of the organizational and economic mechanism for entrepreneurship development in the regions of Ukraine under conditions of structural transformations and regional asymmetry. It is substantiated that regional entrepreneurship plays a key role in ensuring economic resilience, employment growth and territorial development, while its performance largely depends on the coherence and adaptability of regulatory, institutional and economic instruments. The research demonstrates that significant interregional disparities in entrepreneurial activity are caused not only by differences in resource potential but also by fragmented management decisions, insufficient financial support and uneven development of business support infrastructure. The study emphasizes that the dominance of isolated policy measures limits the ability of entrepreneurship to act as a driver of sustainable regional growth. It is argued that a systemic organizational and economic mechanism based on coordinated institutional, organizational, financial and infrastructural components is essential for improving policy effectiveness. Special attention is paid to the role of regional governance in shaping favorable business environments and adapting support instruments to local socio-economic conditions. The results indicate that strengthening regional management capacity, expanding access to financial resources, developing entrepreneurship infrastructure and improving policy monitoring contribute to enhancing the overall effectiveness of entrepreneurship development mechanisms. The study also highlights the importance of considering evaluation tools within regional policy frameworks to support evidence-based decision-making and long-term sustainability of entrepreneurship support measures. In this context, the proposed approaches contribute to improving the strategic orientation of regional entrepreneurship policy and increasing its impact on long-term economic development. The findings may be used by regional authorities in designing and implementing development strategies aimed at reducing regional disparities, stimulating business activity and supporting post-crisis economic recovery.
