ANTI-CRISIS MANAGEMENT OF LOGISTICS PROJECTS IN THE CONDITIONS OF GLOBAL THREATS
Abstract
The article focuses on the development of theoretical and practical approaches to anti-crisis management of logistics projects under conditions of global threats, including pandemics, military conflicts, climate disasters, geopolitical tensions, and economic instability. Such challenges significantly increase uncertainty and vulnerability within supply chains. The study substantiates the necessity of integrating project management principles with modern logistics concepts in order to ensure flexibility, resilience, and continuity of logistics operations. The theoretical and methodological foundations of logistics project management are analysed with regard to current global disruptions affecting transportation, warehousing, distribution, and supply chain coordination. Special attention is paid to the identification and systematisation of key risk factors arising in crisis situations, as well as to the limitations of conventional planning and control mechanisms. Based on an expert survey of representatives of Ukrainian logistics companies, the relative impact of major crisis risks is assessed, allowing managerial responses to be prioritised. The article proposes an adaptive anti-crisis logistics project management system that combines flexible planning, scenario analysis, digital transformation, and business continuity planning. The role of digital technologies, including supply chain management systems, Big Data analytics, artificial intelligence, and Internet of Things solutions, is emphasised as a critical enabler of real-time monitoring, risk forecasting, and rapid decision-making. As a result of the research, a conceptual model of anti-crisis management of logistics projects is developed, integrating analytical, organisational, technological, and resource-adaptive components across strategic, tactical, and operational levels. The proposed model can be applied by enterprises to optimise resource utilisation, minimise financial losses, enhance adaptability, and strengthen the resilience of logistics systems under conditions of uncertainty and global instability.
