THE STATE FOREST SECTOR OF UKRAINE: DEVELOPMENT TRENDS AND FINANCIAL AND INVESTMENT DIMENSIONS
Abstract
It has been substantiated that Ukraine's state forestry sector, represented by the State Enterprise Forests of Ukraine, scientific and research institutions, design organisations and nature conservation institutions, plays a key role in the processes of forest resource reproduction and protection, the introduction of modern methods and technologies of nature-friendly forestry, the strengthening of the country's defence capability and economic self-sufficiency, as well as in ensuring the socio-economic development of rural areas. It has been found that several phases of reforming the institutional architecture of forest management (consolidation of state forest enterprises, corporatisation of the state forest sector, separation of timber processing from forest management in the state-owned forest user sector) have transformed the structure of the state forestry sector in Ukraine. It created favourable conditions for diversifying sources of investment to modernise the fixed capital of forestry and introduce modern methods and technologies for the expanded reproduction and economic development of forest resource potential. It has been determined that the creation of the State Enterprise Forests of Ukraine has increased the effectiveness of centralised coordination of the processes of reforming the forest management system and digital modernisation of timber harvesting chains, as well as the elimination of systemic and structural imbalances in the financing of forestry and hunting in different natural, climatic and forest zones. Studies have shown that in 2013-2024, Ukraine's state forestry sector as a whole demonstrated an upward trend in the dynamics of net income from the sale of products (works, services), which was largely due to both qualitative changes in the functioning of the national timber market and the acceleration of the inflationary-devaluation spiral. It has been established that in the short term, it is necessary to optimise the model of fiscal regulation of forestry, legalise a set of budgetary, tax and credit preferences for permanent forest users who produce wood fuel products, and develop applied tools for the implementation of green investment projects based on the use of green lending instruments ‘green’ lending and the issuance of green bonds and carbon certificates. These will overcome certain negative trends in the state forestry sector of Ukraine and launch a mechanism for modernising the production and technical base and methods of forestry management in accordance with the best domestic practices and advanced foreign experience.
